That's probably William Miller, a Presbyterian missionary who was always very hostile towards the Faith. The photograph was published in his polemical work, Baha'ism, Its Origin, History and Teachings. My uncle owns this book and the picture is there.

Dear Cloud Seeker, Baha'u'llah's photograph can be found at the bottom of the Wikipedia article under his name. This is also the same photograph as the one in the International Archives Building at the Baha'i World Centre in Haifa, Israel, which the letter you provided refers to. I wonder about this...
