Who is the present President of the UHJ? Are they a 10th member beyond the elected assembly?

There has never been a President of the House of Justice; there have never been any officers of any kind. That's why no individual ever signs letters/msgs from the House of Justice.

There is no one beyond the nine members of the House itself.
And in fact , as I understand it, what duties do exist, such as Secretary, rotate among the members on a weekly basis.
