I searched my private digital library, which includes all the content at bahai-library.com plus the Taherzadeh and Balyuzi series and other items not online, but with no luck. While I found a couple hundred instances of the name "Murad," none seemed relevant. I suspect that this individual's identity is not known, or is historically not significant. I make that guess also from the fact that there is no footnote given for this passage in the book Tablets of Baha'u'llah, which makes me suspicious that perhaps the Research Dept. does not know his identity either.

There are some sources listed in Bibliography for the Tablets of Baha'u'llah 1868-77 that might help. Here's the relevant section:
