As you may have noticed yourself, there is a footnote on page 6 of the work stating simply, "The original Persian text written in 1875 carried no author's name, and the first English translation published in 1910 under the title The Mysterious Forces of Civilization states only "Written in Persian by an Eminent Bahai Philosopher.""
I have been curious on a similar issue in terms of the addressees of the Tablets of Bahá'u'lláh to the kings and rulers of the world. Though some of the Tablets were at least delivered, I am presuming that the collective summons to all of the leaders, or the summons included within other Tablets or works (such as the passage in the Kitáb-i-Aqdas to the presidents and rulers of America - par. 88) may not have been delivered but were instead intended as a summons which the leaders should have themselves sought out.
So I have nothing new to contribute besides adding some more questions (at least it is the month of Questions (Masá'il) though...)
