abstract noteEarly in the Civil War of the United States, federal forces took control of sea islands at the southern tip of South Carolina, effectively liberating thousands of slaves. At the federal government's invitation, northern abolitionists came to this "Department of the South" and established schools to educate these freedmen. One of the schools, Penn School on St. Helena Island, became the dominant black educational institution of the area. In 1948 Penn School became a community development institution called Penn Community Services. It acquired a reputation as a conference center for racially-mixed groups. Durng the 1960s it served as a meeting place for civil rights workers. Other integrated groups, such as the Baha'is, used the center as a meeting place.
