Abstract 'It was said of him [the Governor of Birjand, the Shaukat-ul-Mulk] that he shot his own mustophi, or secretary, in cold blood. He reported the matter himself to the Shah, saying that the man had belonged to the hated sect of the Babis (one of whom had killed the late Shah), and he also accused the victim of having used revolutionary language. This explanation, accompanied as it was by a douceur, was held to be quite sufficient, and the murdered man's family were not even compensated in any way.'
