abstract	This paper examines Egypt’s National Human Rights Strategy (NHRS) through the lens of freedom of religion or belief, with particular attention to the situation of unrecognized religious minorities. While Egypt has ratified key international human rights treaties, including the International Covenant on Civil and Political Rights (ICCPR), the NHRS launched in 2021 reveals notable inconsistencies between these commitments and their implementation in practice. The strategy outlines ambitious goals across four thematic pillars, including civil and political rights and freedom of religion or belief; however, its implementation remains limited, particularly due to the absence of explicit protections for unrecognized religious communities. To illustrate these broader structural gaps, this paper uses the experience of the Bahá’í community as a case study. While the Bahá’í case is examined in greater detail due to the availability of documented evidence, the issues identified in this analysis reflect broader structural challenges affecting other unrecognized religious and belief minorities in Egypt.
