By this time the Bahá'í communities of Liberia and Guinea had developed sufficiently to merit their own Regional Spiritual Assembly. Previously they had been administrated by the National Spiritual Assembly of West Africa which had been formed in 1964 and re-formed in 1970. This new administrative unit, the National Spiritual Assembly of Liberia and Guinea, operated until 1982 when they each formed an independent national assembly.
