The second step was to appoint a six-person administrative committee to carry out certain functions and to work toward the restoration of a vigorous pattern of community activities and the stabilization of the community's affairs so that the Spiritual Assembly could be reestablished at the earliest possible date. These six persons were chosen from neighbouring communities and were replaced by a "Council of Nineteen" of local believers a few months later in August.

Of course all of the reasons involved in the decision of the National Assembly to disband the Assembly cannot be known but probable contributing factors were that the Bookstore had financial difficulties and that the Assembly was in a legal dispute with the tenant who had rented office space in its new Centre. Another problem was that the Assembly had encountered some difficultly in converting the former bowling alley into the new Bahá'í Centre. There had been a surge in Iranian immigration after 1979 and many of the new arrivals spoke only Farsi. The community had had the challenge of integrating the various ethnicities and races.
