199-		 In a message from the Department of the Secretariat of the Universal House of Justice to all National Spiritual Assemblies it was announced that as in previous Plans, Local Spiritual Assemblies may be re-formed at any time during the final year of the Three Year Plan. Thus, communities with lapsed Assemblies, as well as communities establishing a Local Spiritual Assembly for the first time, may form them at any time during this year, i.e., from 21 April 1995 until the sunset of 20 April 1996. This means that Local Assemblies formed up to that date may be counted towards the fulfilment of your Three Year Plan goals.
