A request: letters re organization for labor and economics

I received a request today I don't know how to answer; any ideas? Here it is:

I am looking for two letters to the American Baha'i public from 1983 and 1997 detailing something to the extent of formulating an organization for social/possibly labor and economic purposes were stressed in the article that I read. My knowledge of the content is very sketchy at best and that is the best description that I can give you as to what it pertains to in both letters. I am sure that both letters were written independently of the other, but the subject matter is supposed to be the same. I want to find out the specifics of the organization that the Universal House of Justice wanted us to get started and do what I can to do that,

I believe that Don's reply is exactly what I was looking for. This is awesome, thank you so much. I did look back, but all I was able to find was Mary Fish's article called Economic Prosperity: A Global Imperative but it wasn't the one I was looking for. However, I flagged your last reply to keep track of what anyone else might reply.
