"` Abdu'l-Bahá was the Centre of the Covenant and Interpreter, who stated: "In accordance with the explicit text of the Kitáb-i-Aqdas Bahá'u'lláh hath made the Centre of the Covenant the Interpreter of His Word..." and further, "I am the Interpreter of the Word of God..." In His Will and Testament 'Abdu'l-Bahá appointed Shoghi Effendi as the Centre of the Covenant and 'expounder of the words of God' after Him. Apart from 'Abdu'l-Bahá and Shoghi Effendi, no one can authoritatively interpret the Writings. Currently The Universal House of Justice is the Centre of the Covenant, and has "power to enact laws that are not expressly recorded in the Book"."
