For he has asserted that the process of "entry by troops of peoples of divers nations and races into the Bahá'í world … will be the prelude to that long-awaited hour when a mass conversion on the part of these same nations and races, and as a direct result of a chain of events, momentous and possibly catastrophic in nature, and which cannot as yet be even dimly visualized, will suddenly revolutionize the fortunes of the Faith, derange the equilibrium of the world, and reinforce a thousandfold the numerical strength as well as the material power and the spiritual authority of the Faith of Bahá'u'lláh." 2. 1994-04-21 — In its Ridván Message the Universal House of Justice announced the publication of Promoting Entry by Troops.
3. 1999-12-12 — A report titled Issues Pertaining to Growth, Retention and Consolidation in the United States by the National Teaching Committee of the United States was tabled. This report suggested areas of strategic focus to pursue in the individual and collective efforts to advance the process of entry by troops in the United States. While affirming all of the major strategic objectives set by the Universal House of Justice for this Plan, the report explored how those objectives could be met within the context of the specific challenges and opportunities faced by the believers.

   The report concluded by offering a series of specific suggestions in these areas: 1 .Achieving a new mindset about growth 2. Continued development of local and national outreach and follow-up 3 . Building our communities: dealing with diversity of many kinds 4. Development of Training Institutes 5. Improving local stewardship 6. Improving our discourse about teaching 7. The leadership of the Regional Bahá'í Councils
