to Mr. and Mrs. Bishop Brown, members of the National Teaching Committee:
"You have rightly realized that there is a great need for the Local
Spiritual Assemblies to learn to function, and they have hitherto been rather
passive in the hope that the National Assembly can by itself do all the work."
