About: This proposal outlines strategies for mature Local Spiritual Assemblies to increase universal participation in Bahá’í community-building efforts, aligning with the goals of the Nine Year Plan (2022–2031). Drawing parallels with the earlier Nine Year Plan (1964–1973), it emphasizes expansion and universal participation as twin objectives.
