The first local spiritual assembly in Ecuador was established in Guayaquil. The first local spiritual assembly in the Dominican Republic was established in Santo Domingo then called Ciudad Trujillo (Ciudad Trujillo was the official name given to the city of Santo Domingo, Dominican Republic, on 8 January 1936, in honour of President Rafael Leónidas Trujillo Molina. On 21 November 1961, almost six months after Trujillo's assassination, the city was renamed Santo Domingo, as it had been called since its founding in 1496).

The election for the National Spiritual Assembly was held by postal ballot. The tellers completed their work in the Temple Foundation Hall. Those selected as members of the National Spiritual Assembly of the Bahá'ís of the United States and Canada were: Horace Holley, Dorothy Baker, Philip Sprague, George Latimer, Amelia Collins, Louis Gregory, Leroy Ioas, Allen McDaniel, Roy C.
