Shoghi Effendi has explained that it does not apply to Administrative functions, such as voting and serving on spiritual assemblies, the minimum age for which is, at present, set at twenty-one. Children of Bahá'í parents under the age of fifteen are considered to be Bahá'ís and should observe the Bahá'í Holy Days, not attending school on these days if it can be arranged. A person may declare his belief in Bahá'u'lláh at any age; it is not necessary to wait until the age of fifteen. Some National Assemblies require children to wait until they reach fifteen before enrolling in the Faith but this is not universal."

selected quotations
(authoritative sources)These quotations reflect common presentations of Bahá’í views; the materials below may show a wider range of interpretations and contexts:
"We have commanded you to pray and fast from the beginning of maturity ¶10 Bahá’u’lláh defines the “age of maturity with respect to religious duties” as “fifteen for both men and women” (Q&A 20). For details of the period of fasting, see note 25."
– Bahá'u'lláh, Kitáb-i-Aqdas, note 13
"Know thou that before maturity man liveth from day to day and comprehendeth only such matters as are superficial and outwardly obvious. However, when he cometh of age he understandeth the realities of things and the inner truths. Indeed, in his comprehension, his feelings, his deductions and his discoveries, every day of his life after maturity is equal to a year before it."

In relation to elections of Bahá'í Spiritual Assemblies:
"... For this purpose, the definition of adult was temporarily fixed at the age of 21 years by the Guardian, who indicated it was open to change by the Universal House of Justice in the future..."
